true = true
false = false
both = true or false

Not sure I understand your point.
I have 2 user types:
User A, can choose True/False/Both
User B, can only choose True/False
User A creates an order, while user B receives the order
If order is:
True = match to True
False = match to False
Both = match to either True or False
