I’m looking to do some user testing and want to publish a mobile app to a closed group of users so only they can access it. Is this possible?

Yes, this is possible and is the normal process of releasing apps. With android you can create a list of testers in firebase and allow them to access and test the app using the android console app called ‘app tester’. With ios you can create a tester list in testflight and release the app to the testers only.
Both of these processes happen before the the app is released to the public.
