To answer your question, it’s absolutely possible.
This is similar to the tutorial I posted about the badge reward system: 
How to create a “Badge” reward system when users complete activities
The only difference is that you would change “badges” to “levels” and switch the logic from logged-in user to however you have it set for the current post > user kinda thing.
