Hello, I’m creating an app that will have new songs added to it often. Will I need to submit a new build version every time I add a new song to the song database or will it automatically be available for the users to listen to?

The app feeds on the database. No matter what version of the app, it always feeds on the database.
So no, you don’t need to publish a new app version when you update the database.
