I can’t join the Apple Developer Program, someone can help me ?

Are you under 18? If so you would need someone over 18 to open an account.

If not, I would contact Apple support.

Hi, it’s my client’s account and he’s over 18 so I don’t understand

Click “Contact us” at the bottom of the page and Apple should be able to help.
