There is a Start of Today option that you can check against user’s birthday field, if the timezone give result of fraction for the number, you might use INT() or ROUND() to make it whole.
Logic for visible.
1.Will be visible if…
Logged in User > Start of today
Or
Logged in User > date of birth

then what should I choose from the following 3 options (is after, is before, is between)
