Please I wanted to ask is it mandatory for my internal testers to download my app after opt in. I am just curious if Google developer console will count only those who opt in as internal testers and not care about who downloaded them

Yes, for new Google developer accounts created after November 2023, is mandatory to run 14 days of closed tests (not internal, closed) with at least 12 testers who keep your app installed for the 2 weeks. They don’t have to use it every day. But at least have it opened once and don’t uninstall it. On Fiver there are agencies that does just that, for 15-20$ they give you testers+feedbacks. Otherwise jump on this sub Reddit and get testers, but be prepared to ‘test’ other’s apps : Reddit - The heart of the internet
Just in case: this requirement exists for the individual developers. If you register in Google Play as a company, there is no need for that.

I’ve worked with a client last year which faced this issue as it was not an org account like Victor mentioned and the option she chose was testing with her family & friends because it was her first app build and didn’t wanted to spend much money. (I became one of the tester from 12 testers 
) This is the easiest & cheapest option we had and obviously you can pay for get this service like Eugen mentioned.
