Yes, for new Google developer accounts created after November 2023, is mandatory to run 14 days of closed tests (not internal, closed) with at least 12 testers who keep your app installed for the 2 weeks. They don’t have to use it every day. But at least have it opened once and don’t uninstall it. On Fiver there are agencies that does just that, for 15-20$ they give you testers+feedbacks.
