if i create 2 applications with the same database is it possible to send notifications from one to the other.

Yes - when you send notifications, you get to select a “Screen” that the notification should link to. If you have more than one app on the same database, you can choose which screen (and, by extension, which app) should display the notification.
If you are triggering a notification in App A, but want it to show in App B, make sure that in the notification settings you choose a Screen in App B.
