This an ultra micro version of recommender system,
so, photos are tagged with categories, each photo can have several categories, and then use relationship filtering (which has example app in resources category in this forum) to show them.
It will check which photos are related to the categories in search, it could be AND or OR filtering.
This solving will be very specific to database design that you have.
