I’m on a Professional plan right now and wanted to confirm. I can publish up to 2 apps maximum. Is this for the Playstore and Apple Store? How about Progressive Web App? How many can I make and publish to a custom domain?

You can create PWA app according to Adalo App plan . If you want make more PWA in adalo. You can purchase the adalo app subscription.
