How to create menu>sub menu

Hi all,
I want to create a Menu>sub menu>sub menu, how to set the correct relationships in the data?
When users select the menu, when selecting a city they will enter a sub-district, when selecting a sub-district they will select a number.
In each sub-district there are several numbers that are the same, how do you set up relationships in this data.
Do I have to create data from each menu or something like that?
1.menu
2.Subdistrict
3.Number of each sub-district
