my preview’s enter screen is the sign up screen, how to rearrange the home screen to be the first enter screen ?

Welcome to the community 
You need to be the first screen as the Home screen even the the user is not logged in or logged in? You can choose the Home screen and in the let side click on the screen name and you will see a section called screen navigation type and choose Welcome screen!
