Is there a way to upload an image using the image picker (or any other component) with the ability to zoom in and out, scroll, pan?

Adalo has a capability of developing a custom components, see here: No-Code Meet Code in Adalo’s Component Marketplace
So some developer could create a custom component with the functionality you require. Sorry, I don’t have any advice rather than this one.
