Most online app builders have one and it would be stellar if Adalo included one as well! Basic features might include folder creation for organizing, file renaming, replace media, and basic tools to crop, rotate, flip, scale, size image and apply color filters.
If what you mean by this is the ability to select an image (like a logo that sits on every page) and replace it once in the media/file manager in order to repopulate across every instance of the image in my app, then YES!
