1 does Adalo upload files to Google or assist in uploading files. or it entirely end user driven,
I know some other “no code” solutions insist on uploading and managing files.

Can you please elaborate more on “uploading files”? Also, can you share some screen shots of what you mean? 
Adalo does not automatically Google Play store apps.
It generates an AAB file type that you upload yourself. The process is pretty easy (after you’ve done it once or twice 
)
