Is it possible to send a push notification to everyone that downloads an app?

Or must they have created an account before they can receive push notifications?

They need to accept notifications first (request notification action).

In addition to @Erik’s answer:

  • your users must sign up to the app (create an account there)
  • your users must allow push notifications from your app
