I got a response from support.
"I am going to escalate this but I don’t have a timeline on when it will be looked at because there are some more pressing bugs at the moment. I will update you as soon as I know more and if I find a workaround, I will be sure to let you know.

So the fact that my user database doesn’t connect is not a pressing matter.
Good times.
Support recommended to create a second user database to shadow my actual user database (keeping both) and to create an entry into that database for zapier to connect to and track when a new user signs up.
My greatest concern is that this problem will be viewed as ‘solved’ and will not be fixed anytime in the future.
This bloats my databases, creates additional actions / entries, and is going to eventually run into the same limitations as the first database.
The easiest and most basic solution is to fix the memory issue on the database.
And I’m at a loss as to why fixing the memory isn’t the obvious, only, and immediate solution.
