Assigning a QR code to a user and allowing them to update URL

I am looking for a way to assign a user a QR code during the setup of their account and allowing them to update the URL the QR code sends them to.

The QR code should remain the same for the user no matter what but the landing page should update each time a user updates the URL.

Has anyone found a solution for this?
