How would I change my current mobile app that is published on Google Play to a responsive app?
Would I have to create a whole new Google App or could I just submit the new app as a new build?

Are you referring to moving from old adalo (legacy) to 2.0 responsive? If so, you will have to do a new upload I think. It’s a whole different package build.
I had to do it myself, and while it is a pain, it’s worth it and it will continue to be more and more worth it as 2.0 gets better and new features. If you’re using legacy, I’d say just take the hit and move over to 2.0 asap.
