Am I doing something wring here?
I want to be able to search a list by an exact username so Ive used custom filter is equal to input, but when the input is blank the list pulls up all the users?

You’re not doing something wrong @JLCSerious 
This is the intended behavior of the blank input and filtering with it.
If you want to hide the results when the input is empty, select your list and set the visibility to “Sometimes visible if > other components > input > is not equal to > empty”.
So if the input is empty, the list will not display.
