App Store issues. I’m being told my app can’t be approve because (see image)

I’m not sure I follow this sentence fully?
If the app is made for a single business or multiple businesses together as a single purpose, then this is against Apple’s rules for submission to the app store.
You do not need to distribute this via the store though but can setup your own distribution channel with a link to the file.

Can you explain how to do that? The app is designed for customers not employees. If there’s a way around it how can. Do it?
how can i download the file. its automatically sent to test flight!
Maybe the suggestion would be to publish as a PWA?
(A PWA is a web version of your app that can be saved on your phone’s home screen)
And users can be sent to this link and save it on their phone
That’s last case scenario. But it doesn’t do notifications!
