How to put components to front of another comonent?

I want to do like this, search bar, icons on font of the image:

Now i have only this, i can’t understand how to put my search bar on front of the image:

Could anyone help?

I do have the same issue with arranging function - it does not work often when I press sent back etc the element still stays on top. Is it a bug?

In the components section of your screen settings, you can drag these up and down. Top of the list is on top of everything. Have you tried that yet?
