In order to get a MVP app to have users sign up, etc, do I need to upgrade to plan?

If you’re creating PWA/webapp - you can do it on Free plan.
If you’d like to have app in stores - then you need to upgrade.

I ask because I tried to sign up to the PWA I created but was unsuccessful.

Then probably something is not set up in the app itself.
You can create a working PWA on Free plan easily.
Limitations - you can’t publish to stores, the apps on Free plan are limited to 50 rows of data per app and you can’t use custom actions & external collections as I remember. The limit of 50 rows could potentially become a roadblock, but I don’t know how is it enforced (or not enforced).
