No option to click on 'Already Have an Account'

I have a simple sign up form with submit button. However, there is a text string for those who ‘already have an account’ but I cannot see how to create a link from this text to the login screen.

Hello, you cannot link it because it’s under the form, so either move the text forward or put it underneath the form.
