Send Push App Notifications to Non-Subscribers

Hello,

Is there a way to send push app notifications filtering the recipients? I only see an option when creating the custom form for the admin to send out notifications to recipients that are logged in. Do I set it to when the user is logged in to not equal to?

Then, filter accordingly:

For example, if I only want to send a notification to the users that were created in the last week, I’d put this:
