When creating a chat, submit button doesn't ask me for users

So I’m trying to create a button that generates a chat for both the logged-in user and the user the message is being sent to.

When I create the action though, there is no input box for “users”:

…and users are part of the chat database properties:

If anyone can help me solve this I would be very greatful!
