Linking collections by identity number

Hello

I have created an app called Traffic Fines

I want to link the user collection with a traffic fine collection.

Using identity number, when a user create an account and will be asked to complete the identity number.

Under traffic fines, I want to issue a traffic fine and link it by the identity number.

So that when the user logins in, can see all his traffic fines (linked by identity number)

Please advise how can I do this
