Can adalo use an outside database for everything? For example your own SQL database?
Reading some forum posts it seems Adalo Database doesn’t support high traffic at this point.

There are a lot of different database solutions that you can integrate with Adalo.
Xano, Airtable, and Backendless are the popular choices.
You just need to connect your database tables as External Collections

Is there a way to switch the user/signup over to external If my app database has already been created on adalo? Or i need to make a new app to choose that?
I dont believe so. You may want to reach out with a support ticket for that one.
